Salam semangat buat Guru dan Tenaga Kependidikan. Kementerian Pendidikan dan Kebudayaan Republik Indonesia telah memutuskan Peraturan Menteri Pendidikan dan Kebudayaan (Permendikbud) Nomor 3 Tahun 2019 perihal Petunjuk Teknis Bantuan Operasional Sekolah Reguler.

Peraturan ini mulai ditetapkan pada tanggal 22 Januari 2019 dan berlakuan pada tanggal diundangkan 25 Januari 2019 yang merupakan pengganti Peraturan Menteri Nomor 1 Tahun 2018 perihal Petunjuk Teknis Bantuan Operasional Sekolah masih terdapat kekurangan dan tidak sesuai lagi dengan kebutuhan aturan masyarakat sehingga perlu diganti(jdih.kemdikbud.go.id). 

Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 3 Tahun 2019 Tentang Petunjuk Teknis Bantuan Operasional Sekolah Reguler ialah untuk SD, SDLB, SMP, SMPLB, SMA, SMK, SMALB dan SLB. 

Dengan Tujuan Umum BOS Reguler adalah:
  1. Membantu pendanaan biaya operasi dan nonpersonalia sekolah;
  2. Meringankan beban biaya operasi sekolah bagi akseptor didik pada sekolah yang diselenggarakan oleh masyarakat;
  3. Meningkatkan kkualitas proses pembelajaran di sekolah. 
Sedangkan Tujuan Khusus BOS Reguler ialah : 

1. BOS Reguler pada SD dan Sekolah Menengah Pertama bertujuan untuk membebaskan pungutan akseptor didik yang orang bau tanah /walinya tidak bisa pada SD dan Sekolah Menengah Pertama yang diselenggarakan oleh masyarakat; 

2. BOS Reguler pada Sekolah Menengan Atas dan Sekolah Menengah kejuruan bertujuan untuk membebaskan pungutan dan / atau membantu tagihan biaya di Sekolah Menengan Atas dan Sekolah Menengah kejuruan bagi akseptor didik yang orang tua/walinya tidak bisa dalam rangka memperoleh layanan pendidikan yang terjangkau dan bermutu;

3. BOS Reguler pada SDLB, SMPLB, SMALB, dan SLB bertujuan untuk:

-  meningkatkan aksebilitas berguru bagi akseptor didik penyandang disabilitas pada SDLB, SMPLB, SMALB, dan SLB;
-  memperlihatkan kesempatan yang setara (equal opportunity) bagi akseptor didik penyandang disabilitas yang orangtua/walinya tidak bisa untuk mendapat layanan pendidikan yang terjangkau dan bermutu pada SDLB, SMPLB, SMALB, dan SLB baik yang diselenggarakan masyarakat maupun yang diselenggarakan Pemerintah Daerah. 


Petunjuk Teknis BOS Reguler merupakan pedoman bagi Pemda Provinsi atau Kabupaten/Kota dan Sekolah dalam Penggunaan dan Pertanggungjawaban BOS Reguler.

Adapun Besaran Alokasi BOS Reguler Berdasarkan Pasal 4 sebagai berikut:

1. BOS Reguler dialokasikan untuk penyelenggaraan pendidikan di sekolah;

2. Besaran Alokasi BOS Reguler yang diterima sekolah sebagaimana dimaksud pada ayat (1) dihitung menurut jumlah akseptor didik dikalikan dengan satuan biaya;

3. Satuan biaya  sebagaimana dimaksud pada ayat (2) sebagai berikut:

- SD sebesar Rp. 800.000,00 (delapan ratus ribu rupiah) per 1 (Satu) akseptor didik setiap 1 (Satu) tahun;

- Sekolah Menengah Pertama sebesar Rp.1.000.000,00 (satu juat rupiah) per 1 (Satu) akseptor didik setiap 1 (satu) tahun;

- Sekolah Menengan Atas sebesar Rp. 1.400.000,00 (satu juta empat ratus ribu rupiah) per 1 (Satu) akseptor didik setiap 1 (satu) tahun;

- Sekolah Menengah kejuruan sebesar Rp. 1.600.000,00 (satu juta enam ratus ribu rupiah) per 1 (Satu) akseptor didik setiap 1 (satu) tahun; dan

- SDLB, SMPLB, SMALB, dan SLB sebesar Rp. 2.000.000,00 (dua juta rupiah) per 1 (Satu) akseptor didik setiap 1 (Satu) tahun. 


Tata Cara Penggunaan dan Pertanggung Jawaban Bantuan Operasional Sekolah Reguler terdapat di Lampiran I Permendikbud No. 3 Tahun 2019.

Mekanisme PBJ sekolah juga dijelaskan pada Pasal 6 sebagai berikut:



1. BOS Reguler yang diterima sekolah sebagaimana dimaksud dalam Pasal 4 dipakai memakai prosedur PBJ Sekolah;

2. Mekanisme PBJ sekolah sebagaimana dimaksud pada ayat (1) tercantum dalam Lampiran II yang merupakan bab tidak terpisahkan dari Peraturan Menteri ini.
