Mulai 2019, Sktm Tidak Lagi Sebagai Syarat Seleksi Ppdb Tapi Seleksi Melalui Sistem Zonasi


Salam semangat buat seluruh Guru dan Tenaga Kependidikan. Silahkan simak gosip berikut ini seputar Pendaftaran Peserta Didik Baru  (PPDB) Tahun Ajaran 2019/2020

Menteri Pendidikan dan Kebudayaan (Mendikbud) Muhadjir Effendy menyampaikan dalam Pelaksanaan Pendaftaran Peserta Didik Baru (PPDB) Tahun 2018, belum semua sekolah menggnuakan seleksi jarak dalam mendapatkan peserta latih baru. Sehingga tahun kemudian masih ditemukan oknum masyarakat yang melaksanakan penyimpangan dengan memakai Surat Keterangan Tidak Mampu (SKTM) untuk mendaftarkan anaknya di sekolah tujuan. 

Untuk mengatasi permasalahan tersebut semoga tidak kembali terjadi di tahun 2019, Kemendikbud menerapkan kebijakan gres yang tetapkan bahwa SKTM tidak bisa lagi dipakai sebagai syarat dalam seleksi PPDB.

Berikut ini keterangan dari Mendikbud " Banyak orang mengaku jadi keluarga miskin, yang dipilih ialah sekolah idaman" pada ketika Taklimat Media Tentang PPDB, Selasa (15/1/2019). Menurut Mendikbud hal tersebut bertentangan dengan hukum yang berlaku sehingga tujuan dari kebijakan zonasi tiak berjalan sebagaimana mestinya. 

Staf Ahli Menteri Bidang Regulasi Pendidikan dan Kebudayaan Chatarina Muliana Girsang menyampaikan bahwa Seleksi Ditentukan dari Jarak. "Sekolah wajib menerapkan kuota zonasi minimal 90% termasuk didalamnya bagi bawah umur tidak mampu". Ia menjelaskan, seiring dengan tidak berlakunya lagi SKTM dalam proses PPDB, maka siswa yang tidak bisa sanggup melampirkan Kartu Keluarga Sejahtera (KKS), Kartu Indonesia Pintar (KIP) maupun kartu lain yang sejenis menyerupai Kartu Jakarta Pintar (KJP) sebagai penanda keluarga miskin. 

Berdasarkan Permendikbud Nomor 51 Tahun 2018 wacana PPDB, pada pasal 19 disebutkan, kuota paling sedikit 90 persen dalam jalur zonasi termasuk kuota bagi peserta latih tidak bisa dan / atau anak penyandang disabilitas pada sekolah yang menyelenggarakan layanan inklusif. Peserta latih baruyang berasal dari keluarga ekonomi tidak bisa dibuktikan dengan bukti keikutsertaan peserta latih dalam jadwal penanganan keluarga tidak bisa dari pemerintah sentra atau pemerintah daerah.

Mendikbud juga menekankan bahwa basis data keluarga miskin cukup dari akseptor KIP atau kartu sejenis baik yang menjadi jadwal pemerintah sentra maupun daerah. Selain itu, bagi keluarga miskin yang belum mempunyai kartu-kartu tersebut, sanggup meminta sekolah untuk menciptakan rekomendasi. Caranya, sekolah pada jenjang sebelumnya melampirkan surat rekomendasi berisi data historis yang menyatakan bahwa benar siswa yang bersangkutan terdaftar sebagai siswa miskin. Dengan begitu, kebijakan zonasi sanggup diterapkan lebih optimal. "Saya berharap terjadi perubahan contoh melalui kebijakan PPDB tahun ini. Jika dulu siswa mendaftar ke sekolah, kini sekolah yang proaktif mendaftar peserta didiknya, " tutur Mendikbud. 

Peraturan mengenai Penerimaan Peserta Didik Baru (PPDB) 2019 merupakan bentuk peneguhan atas kebijakan zonasi yang sudah diterapkan sebelumnya. Permendikbud Nomor 51 Tahun 2018 wacana PPDB sekaligus menjadi cetak biru yang akan dipakai Kemendikbud dalam memecahkan problem yang teridentifikasi ada di sektor formal maupun informal pendidikan semoga sanggup dicarikan solusinya secara terintegrasi dan menyeluruh. 

Mendikbud mengakui banyak polemik yang terjadi di tengah masyarakat dalam menyikapi kebijakan zonasi pada tahun lalu, alasannya ialah itu Kemendikbud terbuka dengan saran dan kritik, sehingga melaksanakan penyempurnaan atas pelaksanaan PPDB sebelumnya. Upaya penyempurnaan tersebut salah satunya dilakukan dengan menerbitkan Peraturan Menteri Pendidikan dan Kebudayaan Nomor 51 Tahun 2018 wacana PPDB pada TK, SD, SMP, Sekolah Menengan Atas dan Sekolah Menengah kejuruan tahun 2019.

"Kita punya waktu lima bulan untuk sosialisasi dan (kita butuh) pinjaman dair masyarakat. Kita mengharapkan proses dalam PPDB tahun ini lebih mulus, " Ujar Mendikbud. 

Untuk mendukung kebijakan PPDB 2019, Kemendikbud juga telah bekerja sama dengan Kemendagri untuk integrasi data kependudukan dan catatan sipil dengan data pokok pendidikan (Dapodik), serta memastikan ketentuan zonasi yang dipersyaratkan berjalan dengan baik.
